2018 – Proposed Constitutional Amendments

There will be 2 proposed constitutional amendments on the November 6 ballot.

The Democratic Party of Virginia and the Norfolk City Democratic Committee have endorsed both and urge you to vote “Yes” on both.

Ballot Question #1
Question on the Ballot:
Should a county, city, or town be authorized to provide a partial tax exemption for real property that is subject to recurrent flooding, if flooding resiliency improvements have been
made on the property?

Explanation:
This will allow Norfolk City Council to vote to provide a tax incentive when property owners make substantial improvements to a property that is subject to recurrent flooding.

A “Yes” vote means we want Norfolk to have permission to do this.

 

Ballot Question #2
Question on the Ballot:
Shall the real property tax exemption for a primary residence that is currently provided to the surviving spouses of veterans who had a one hundred percent service-connected, permanent, and total disability be amended to allow the surviving spouse to move to a different primary residence and still claim the exemption?

Explanation:
This will allow the surviving spouse of a veteran with a service-connected disability to move to a new home and still qualify for a property tax exemption.

A “Yes” vote means you want the spouse to continue to get the tax exemption if they move.
